Woody is from LA so he feels comfortable in saying that this slow speed chase is everything you love to hate about Los Angeles all wrapped up into one video.  Slow speeds?  CHECK!  People with cell phones out recording something dumb happening?  CHECK!  Cops not really doing anything to stop the madness? CHECK!  Citizens trying their best to intervene (still with cell phones in hand)? CHECK!  People speeding by multiple police vehicles in pursuit?
